Star Hall project sealed for violating construction rules

GANGTOK,: State authorities on Wednesday sealed the under-construction Star Hall
mall project here at New Market for alleged violation of the Sikkim Building Construction
Regulations 1991.
The
Gangtok district magistrate issued the sealing notice as per the memo of July 2
received from Gangtok Municipal Corporation (GMC) wherein it was stated that
the sealing of the premises is required as the Star Mall project contractor
grossly violated the construction rules.
It is
learnt that the GMC, which is a regulatory authority in the urban area, in the
past had issued a notice to the Star Mall project contractor for violation of
the building norms. The GMC later issued stop orders on three occasions from
September 2023 to April 2024 which were ignored by the contractor who continued
with the construction work.
On
Wednesday morning, the Gangtok district administration authorities led by the Gangtok
SDM and Gangtok SDPO along with the officials of Urban Development and GMC
arrived at the project site and sealed the complex.
It is
learnt that the GMC previously used to issue stop orders to other construction
works following numerous irregularities and after the compliance and resolving the
issue, the project used to be carried forward.
However,
the Star Mall project construction company is accused of not only violating the
construction norms but also blatantly ignoring the stop orders issued by the
regulatory authorities in the past resulting in the sealing of the project. It may
be mentioned here that the State government and the authorities concerned have
been initiating action in the interest of the State, populace including stringently
implementing the rules and regulations.
